I bought 2 choke/check chain collars (1 for me & 1 for my neighour). When they barked I give one command "quiet". If they did it again I would say "I said quiet" and throw the collar at something to make a loud noise like at a fence, floor, side of house near them. As soon as they stop (they do with the noise) make sure you go and give a pat and say "good dog, that's better". I also would leave by car or foot, say "quiet" before I left & go up the street & wait/listen. As soon as they started I would come back & throw that chain & repeat "I said quiet". I gave the other chain to my neighbour (he was sick of them too) and if I was out & they started he would do the same thing at the fence and say "Quiet". It required diligence & consistency everytime for only 6 times..now no barking. An empty plastic bottle with a few rocks in it to rattle does the same effective noise. Good Luck!

If your dog can hear the device, others will be able to also. Dogs have very keen hearing. So depending on how close your neighbors are will depend if there are issues or not.

Good question.

I read here
http://www.barkingdogs.net/soundsoniccollar.shtml

Sonic Bark Collar
Please note that the tone emitted by this product is fully audible to the human ear!

The following is the manufacturer's write-up of the product

Now there is a bark collar designed for even the smallest little yipper and the most timid owner. Emits a high decibel sound instead of a static shock. Adjustable sensitivity level. Battery operated.

The biggest barkers are usually the smallest dogs. The new UltraLight Sonic Bark Collar box weighs only one ounce, so it can be worn by any size dog. It snaps right on to your pet's existing collar so he doesn't have to wear a second collar. It's adjustable sensitivity levels allows you to customize it to recognize your dogs unique bark.*

When your dog begins to bark, the bark collar receiver recognizes the unique pattern. The bark control box then emits a loud sound that startles your dog, disrupting its barking and discouraging it from continuing. While very effective, it is perfectly harmless.

Your dog soon learns that barking causes the unpleasant noise, stops barking, and the training is complete.

Ultra-Light Bark Collar box features:
 (see website)

Webmaster's footnote:
 (see website)

Disclaimer: I have no affiliation whatsoever with any dog products. I do not own, operate, manufacture, or distribute any products. This is simply informational.

EDIT: You might try searching the internet for:

"gentle spray bark control"

Here is what one person wrote:

Fortunately, the Gentle Spray Bark Control device works instantly. He hates the smell and the surprise; the moment the spray activates, he stops whining. In contrast, the Petsafe beeper would beep along with the whining, which is really annoying.

Shock and sound are a thing in the past. The most effective tool is the citronella spray (e.g. Gentle Spray).
